Abstract. The rapid growth of the Pay-Per-View (PPV) broadcasting model in Indonesia's combat-sports entertainment industry has been accompanied by rising live streaming piracy on social media, illustrated by the illegal rebroadcast of Byon Combat Showbiz Vol. 5 PPV content through a TikTok account with roughly 518,000 followers. This study examines the legal responsibility of TikTok as an Electronic System Operator under the Safe Harbor doctrine, and the forms of legal protection available to PPV broadcasting-rights holders under Indonesia's Copyright Law (UUHC). The research applies a normative juridical method with a case approach and descriptive-analytical specification, drawing on primary, secondary, and tertiary legal materials analyzed qualitatively through deductive reasoning. The findings show TikTok bears an active duty to monitor content under Article 15 of the Electronic Information and Transactions Law and Government Regulation No. 71/2019, yet its Safe Harbor protection is potentially forfeited due to indications of financial benefit from virtual gifts and a slow response in removing the infringing broadcast. Rights holders are protected through two complementary regimes: copyright under Articles 9 and 25 of the UUHC, and preventive-repressive protection theory. Perkembangan sistem Pay-Per-View (PPV) dalam industri olahraga hiburan di Indonesia diiringi meningkatnya pembajakan live streaming di media sosial, sebagaimana terjadi pada penyiaran ulang ilegal konten PPV Byon Combat Showbiz Vol. 5 melalui sebuah akun TikTok berpengikut sekitar 518 ribu. Penelitian ini mengkaji pengaturan hukum tanggung jawab TikTok sebagai Penyelenggara Sistem Elektronik berdasarkan doktrin Safe Harbor, serta bentuk perlindungan hukum bagi pemegang hak siar PPV berdasarkan Undang-Undang Hak Cipta (UUHC). Penelitian menggunakan metode yuridis normatif dengan pendekatan kasus dan spesifikasi deskriptif-analitis, memanfaatkan bahan hukum primer, sekunder, dan tersier yang dianalisis secara kualitatif dengan metode berpikir deduktif. Hasil penelitian menunjukkan TikTok memiliki kewajiban aktif mengawasi konten berdasarkan Pasal 15 UU ITE dan PP Nomor 71 Tahun 2019, namun perlindungan Safe Harbor-nya berpotensi gugur karena adanya indikasi manfaat finansial dari virtual gift dan lambannya penghapusan konten pembajakan. Pemegang hak siar memperoleh perlindungan melalui dua rezim yang saling melengkapi, yaitu hak cipta berdasarkan Pasal 9 dan 25 UUHC, serta teori perlindungan hukum preventif-represif. Disimpulkan bahwa perlindungan hukum sudah cukup memadai secara normatif, tetapi implementasinya masih reaktif dan memerlukan pengawasan proaktif dari platform digital.
