<![CDATA[The conversion of agricultural land into tourism areas has become an increasingly significant phenomenon in Badung Regency due to the rapid growth of the tourism sector. This condition raises various legal issues related to agricultural land protection and spatial utilization control. This study aims to analyze the regulation of agricultural land conversion into tourism areas under Regional Regulation of Badung Regency Number 4 of 2025 and its implementation in Badung Regency. This research employs an empirical legal research method using statutory, conceptual, and socio-legal approaches. Data were collected through literature studies, documentation, and interviews with relevant stakeholders. The collected data were analyzed qualitatively and presented descriptively. The results indicate that Regional Regulation of Badung Regency Number 4 of 2025 comprehensively regulates the conversion of agricultural land through provisions concerning agricultural areas, tourism areas, Sustainable Food Agricultural Areas (KP2B), Spatial Utilization Suitability Approval (KKPR), supervision, and sanctions. However, its implementation has not been fully effective due to the high rate of agricultural land conversion driven by tourism development, increasing land values, and the lack of optimal supervision and law enforcement. The data show that the area of paddy fields in Badung Regency decreased from 9,023.38 hectares in 2023 to 8,379.84 hectares in 2025. Therefore, stronger supervision and consistent law enforcement are required to achieve a balance between tourism development and agricultural land protection.]]>
