Regional legislative institutions face a significant communication paradox: they are required to implement digital public information transparency while consistently ranking among the least trusted public institutions, with a public trust rate of only 56.2 percent according to a 2023 CSIS survey. This study aims to analyze the roles and functions of the Public Relations Division of the Secretariat of the Regional House of Representatives (DPRD) of Bogor Regency in managing public communication, as well as the digital communication strategies employed to disseminate legislative activities and information. A descriptive qualitative approach was adopted, with data collected through participatory observation, semi-structured interviews with two key informants, active participation, and a literature review. The findings indicate that the public relations function has been operationally implemented through the management of two active Instagram accounts and an official website. However, these activities are not yet supported by formally documented communication strategies. Digital content management faces interconnected systemic challenges, including limited production infrastructure, the absence of a standardized content management system, and the need to continuously adapt to the rapidly evolving digital environment. The findings also reveal an engagement paradox: more diverse and audience-oriented content generates significantly higher levels of interaction and comments than formal documentation content, indicating that the public is more responsive to relevant and engaging communication approaches. Transparency, therefore, is not merely a matter of regulatory compliance but also a matter of institutional capacity that requires comprehensive systemic intervention
