This study examines the effects of organizational culture and servant leadership on employee performance and job satisfaction as an intervening variable at the Population and Civil Registration Office of Kendari City. A quantitative explanatory approach was employed. The population and sample consisted of 96 employees selected by census. Data were collected by questionnaire and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4.0. Results show that organizational culture has a positive and significant effect on job satisfaction, whereas servant leadership does not significantly affect job satisfaction. Job satisfaction has a positive and significant effect on employee performance. Organizational culture does not directly affect employee performance, and servant leadership is not significant. Furthermore, job satisfaction mediates the effect of organizational culture on employee performance but does not mediate the effect of servant leadership. The findings highlight strengthening organizational culture through job satisfaction to support employee performance.
