<![CDATA[This policy study is motivated by the low score of Asta Protas Implementation Evaluation on protas 2 (Ecotheology) at UIN Syekh Wasil Kediri (Very Poor), which indicates a wide gap between the national ecotheology policy of the Ministry of Religious Affairs and local environmental governance practices. This study aims to analyze the structural determinants of low participation in integrated waste management due to limited sustainable independent processing infrastructure as a direct impact of the university's internal policies that emphasize the provision of formal academic facilities rather than environmental management facilities, while simultaneously formulating applicable strategic intervention options. The method used is a qualitative descriptive-evaluative approach using the Urgency, Seriousness, and Growth (USG) matrix. The results of the USG analysis determined that low participation of the academic community in integrated waste management is a top priority problem (score 15) rooted in limited sustainable independent processing infrastructure. In conclusion, the stagnation of the environmental movement on this religious campus is not caused by individual laziness, but rather by systemic failure due to the absence of structural incentives and weak managerial commitment. Therefore, it is recommended to the Rector of the Syekh Wasil State Islamic University of Kediri to issue a “Rector’s Regulation on Guidelines for Ecotheology-Based Green Campus Governance.” This form of regulation was chosen as the main priority because it has absolute advantages with the highest score on the criteria of effectiveness and adequacy (score 5), making it the most powerful, binding, and comprehensive legal instrument compared to other alternatives triggering behavioral transformation towards sustainable ecological piety.]]>
