This policy analyzes bureaucratic dysfunction within UIN Syekh Ali Hasan Ahmad Addary Padangsidimpuan, characterized by sectoral egos, fragmented governance, and data siloing between work units due to the absence of an authoritative Macro Business Process Map, which has led to the emergence of rigid and overlapping Standard Operating Procedures (SOPs) and burdening service users with repeated administrative redundancy. This study aims to formulate a draft policy for structuring institutional governance through digital-based standardization of Cross-Functional SOPs. Using a qualitative methodology with a descriptive-analytical approachwhich were then analyzed using content analysis techniques and organized through Fishbone Diagrams. The study results indicate that a partial unit-level approach is ineffective in resolving overlapping authorities, necessitating the highest regulatory intervention at the university level to lock new workflows into interoperable information system algorithms. In conclusion, the implementation of the micro-level Whole-of-Government concept that integrates legal and technological aspects can break down bureaucratic barriers and create a transparent and accountable campus public service ecosystem. Therefore, it is recommended to the Chancellor of UIN Padangsidimpuan to immediately stipulate the Chancellor's Regulation on Guidelines for the Implementation of Electronic-Based One-Stop Service Centers (PLSP) which require the implementation of a Single Sign-On (SSO) system, cross-unit Application Programming Interface (API) interconnection, and the implementation of a strict Service Level Agreement (SLA), accompanied by an intensive change management strategy to mitigate cultural resistance among employees in the field.
