General Background Inclusive education serves as a fundamental human right designed to guarantee that all children, including children with special needs, obtain equal opportunities for quality learning within regular school environments alongside their peers. Specific Background This descriptive qualitative study investigates the inclusive education management model at SD Muhammadiyah 2 Tulangan Sidoarjo, detailing the practical integration of structural planning, implementation, evaluation, and follow-up procedures. Knowledge Gap Despite formal guarantees, implementation challenges persist because most primary schools lack an ideal inclusive education management framework across input, process, and output stages, resulting in continued resistance to accepting students with special needs. Aims This study aims to deeply analyze the management model of inclusive education in elementary schools. Results Utilizing data collection techniques through deep interviews, observation, and documentation analyzed via data triangulation, the findings indicate that the structured inclusive education management model plays an active role in facilitating and successfully executing inclusive learning in elementary schools. Novelty This work establishes a systematic, four-stage management framework spanning planning, head-to-head special teacher assistance, SWOT-based evaluations, and working regulation follow-ups tailored for regular primary institutions. Implications These findings establish that adopting comprehensive management guidelines helps schools overcome teacher competency gaps and resource shortages, creating a welcoming and adaptable learning environment for diverse student populations. Highlights: The inclusive education management model successfully organizes special needs integration across planning, implementation, evaluation, and follow-up stages. Implementation relies heavily on professional assessments, individual learning programs, and proportional special companion teacher support. Institutional success requires resolving barriers such as special educator salary imbalances and high parental support costs through structured working regulations and companion mergers.
