Specific Background Islamic early childhood education institutions in Sidoarjo Regency face unique operational environments balancing faith-based values with modern educational standards. Knowledge Gap However, empirical studies addressing teacher professional development management within local Islamic early childhood centers remain limited, leaving context-specific strategic formulation unexplored. Aims This study analyzes teacher development management across early childhood institutions in Sidoarjo Regency using a SWOT analysis framework. Results Findings show strong internal foundations—Islamic work culture, high teacher motivation, and supportive management—countered by non-linear qualifications, budget limits, and low technological integration. Novelty This work delivers a contextual strategic framework tailored specifically for regional Islamic early childhood education management. Implications Recommended strategies provide educational administrators actionable pathways to optimize technology access, supervision systems, and strategic external partnerships. Key Findings Highlights Internal strengths such as Islamic work culture, strong teaching motivation, and proactive school management provide a solid foundation for educator growth. Financial constraints, non-linear teacher qualifications, limited technological access, and unoptimized internal supervision remain critical internal weaknesses.
