Abstract

School Committees are formally positioned as an important mechanism for community participation in educational governance, yet their substantive role in ensuring accountability and educational quality remains uneven. This study analyzes the effectiveness of School Committees in performing their advisory, supporting, controlling, and mediating functions, with particular attention to the gap between formal mandates and actual practices. An integrative literature review was conducted through policy document analysis and synthesis of 15 scientific articles published between 2019 and 2026, including five secondary case studies from different educational contexts in Indonesia. The data were analyzed using qualitative content analysis across seven categories related to committee functions, accountability, educational quality, and supporting and inhibiting factors. The findings indicate that supporting and advisory functions are generally more prominent than the controlling function, which remains the most vulnerable aspect of School Committee performance. Limited access to information, insufficient member capacity, weak institutional independence, and unequal relations with school leadership constrain substantive oversight. Strengthening member capacity, information transparency, institutional independence, and participatory oversight mechanisms is therefore essential to enhance the contribution of School Committees to accountable and quality-oriented school governance.
