This research is motivated by the fact that many PAUD teachers have not yet attained a bachelor's degree, face economic constraints, and have unequal access to information regarding the scholarship program provided by the Government of Serang Regency.This study aims to analyze the implementation of Serang Regent Regulation Number 2 of 2024 concerning Undergraduate (Bachelor's Degree) Scholarships for Early Childhood Education (PAUD) Teachers as an effort to promote equitable access to education in Serang Regency, identify the supporting and inhibiting factors in its implementation, and examine the outcomes of the policy in improving educational access and the academic qualifications of PAUD teachers.This study employed a qualitative research method with a descriptive approach. The research informants consisted of the Secretary of the Serang Regency Education and Culture Office, the Head of the Early Childhood Education Division, the Head of the Administrative Subdivision, the Principal of PAUD Pelangi Nusantara, the Principal of TK Flamboyan, and PAUD teachers who received the scholarship. Data were collected through observation, interviews, and documentation. Data analysis followed the Miles, Huberman, and Saldana model, while the policy implementation was evaluated using William N. Dunn's policy evaluation framework, which includes effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that the implementation of Serang Regent Regulation Number 2 of 2024 has been carried out fairly well. In conclusion, the implementation of the Undergraduate Scholarship Policy for PAUD Teachers has made a positive contribution to promoting equitable access to education and improving the academic qualifications of PAUD teachers in Serang Regency.
