Abstract

This study aims to find out the performance of the Kolaka Regency Health Office in monitoring the quality of Refill Drinking Water Depots in Tanggetada District, Kolaka Regency. This research uses a qualitative approach with a descriptive method. The study was carried out in Tanggetada District with informants selected purposively, consisting of the Health Office, community health centers, DAMIU owners, and the local community. Data collection was conducted through observation, in-depth interviews, and documentation, and then analyzed using the interactive model of Miles and Huberman, which includes data reduction, data presentation, and drawing and verifying conclusions. The number of refill drinking water depots recorded in Tanggetada District increased from 19 depots in 2024 to 22 depots in 2025, reflecting significant growth in demand. However, this increase in depots hasn't been matched by compliance with licensing regulations. Data from Tanggetada Health Center shows that out of the 22 depots, only 13 have official permits from the Health Office, while 9 depots are still unlicensed. Research results show that, in general, the performance of the Health Department in monitoring the quality of refill drinking water depots is not yet optimal. In terms of productivity, supervision only reached 13 out of 22 depots in operation (59.1%), due to the limited number of sanitarians (only three people for the entire district) and the absence of a dedicated budget for supervision activities. In terms of service quality, the staff are considered fairly professional, but there is still no structured complaint mechanism, the licensing procedures are felt to be complicated, and outreach to consumers is still very minimal. In terms of responsiveness, the Health Department is still reactive, relying on reports from community health centers and not yet directly involving public participation, with the last outreach activities carried out in 2021. From the responsibility aspect, compliance with regulations and procedures is fairly good, but enforcement of sanctions is still weak because it only involves verbal warnings without administrative penalties for unlicensed depots. From the accountability aspect, internal responsibility between the health centers and the Health Department is running fairly well, but transparency of inspection results to the public is still very limited.
