Abstract

Drug abuse remains a serious public health and social issue in Indonesia, including in Samarinda, where the prevalence of narcotics misuse and the number of reported drug-related offences remain high despite a decline in rehabilitation participation. This study aimed to examine the implementation of the Narcotics Addicts Rehabilitation Programme by the National Narcotics Board (BNN) of Samarinda City and to identify the factors constraining its implementation. A qualitative descriptive approach was employed. Data were collected through interviews, observations, and documentation involving key informants selected using snowball sampling. The data were analysed using the interactive model of Miles and Huberman, while trustworthiness was ensured through credibility, transferability, dependability, and confirmability procedures. The findings indicate that the rehabilitation programme has been implemented through three principal services: outpatient rehabilitation, post-rehabilitation, and Community-Based Intervention (CBI). These services have generally been delivered in accordance with established operational guidelines and support clients' medical, psychological, and social recovery. Nevertheless, programme implementation continues to encounter internal challenges, including limited funding and uneven capacities among recovery agents, as well as external challenges, such as inconsistent client participation, adverse social environments, public stigma, economic constraints following rehabilitation, and reluctance among some individuals to seek treatment. The findings suggest that successful rehabilitation requires not only effective institutional services but also sustained support from families, communities, and relevant stakeholders.
