<![CDATA[This study examines the collaborative governance strategy and model developed by the Makassar Berkebun Community in addressing the shortage of urban green open space in Makassar City, tracing the web of relations among the community, sub district government, and private actors that has quietly taken shape behind every campaign and educational program on urban agriculture since 2011. This reading turns attention toward a question that has long stayed in the background of the environmental communication narrative, namely who actually carries the responsibility of providing green space when the capacity of local government falls short of its residents needs. Using a qualitative case study approach, this study analyzes the collaboration pattern between the Makassar Berkebun Community and sub district government, private corporations, and foundations from 2011 to 2021. The findings show that the collaborative governance process moves through four stages, namely joint problem assessment, collaborative planning, program production, and continuous action with evaluation. This pattern reflects a shift in the role of the state from sole provider of green open space to facilitator and partner within a governance network shared with civil society and the private sector. This study contributes to the urban environmental governance literature in Indonesia by showing that the legitimacy of community leadership is a determining factor for the sustainability of three sector collaboration.]]>
