Abstract

The Free Nutritious Meals Program (MBG) is a national strategic policy designed to improve nutrition while creating economic opportunities for local businesses. This study analyzes the strategy of the North Sumatra Provincial Office of Cooperatives and Small and Medium Enterprises in encouraging micro, small, and medium enterprises (MSMEs) to become MBG suppliers in Medan and identifies its supporting and inhibiting factors. A descriptive qualitative approach was applied using interviews, observation, documentation, and literature review. Thirteen informants represented government officials, a cooperative, MSME suppliers, Nutrition Fulfillment Service Unit (SPPG) managers, teachers, and students. Data were analyzed using Schroeder’s operational strategy framework, comprising mission, distinctive competence, objectives, and policies. The findings show that the agency facilitates business registration numbers, collective halal certification, training, partnerships, and access to financing. These measures have contributed to MSMEs and cooperative institutions accounting for 60% of suppliers in Medan. Implementation is supported by affirmative procurement regulations and interagency cooperation. However, limited advanced food-safety certification, including HACCP, and difficulties maintaining consistent quality in large-scale production remain major constraints. Stronger certification assistance and digital supply-chain management are therefore required to sustain local business participation.
