This study aims to understand how inclusive education programs are implemented, and how schools and teachers support students with special needs (ABK) in inclusive education services, including the obstacles faced. The study was conducted at SDN Sumbersari 2, Malang City. Inclusive education is important for children with special needs because inclusive schools provide services appropriate to their needs, so that these children can obtain an education suited to their abilities and potential. The subjects of this study were the grade 1 homeroom teacher and students with special needs. This study used a qualitative method with descriptive analysis techniques, through a case study involving observation, interviews, and analysis of teaching modules. The results show that students with special needs are assisted by shadow teachers who develop an Individual Learning Program (PPI), and that learning objectives and success indicators are simplified and adapted to each student's abilities.
