This study aims to analysze the implementation of database management for Civil Servants (ASN) in supporting the organizing function of education and training at BKPSDM Kota Blitar. This research employs a qualitative approach with a descriptive method to understand the database management process and its role in data-driven decision-making. Data were collected through in-depth interviews, observation, and documentation involving purposively selected informants, including stuctural officials, personnel information system administrators, and training administrative staff. The results indicate that ASN database management has been implemented through an integrated system connecting various applications, enabling continuous and real-time data updates. The database plays a crucial role as a basis for determining training needs more accurately and effectively. Furthermore, the utilization of integrated data supports the effectiveness of the organizing function in the implementation of education and training programs. However, several challenges remain, including dependence on central systems and potential technical disruptions in data management. Therefore, strengthening internal systems, improving inter-agency coordination, and optimizing data management are necessary to enhance the sustainability and effectiveness of ASN database management.
