<![CDATA[This research is motivated by the continued use of a manual referral system, which causes the referral data management process to be inefficient, carries the risk of errors, requires paper documents, and lacks fast and integrated access to referral data. These conditions can hinder the patient registration and service process. Therefore, this study aims to develop a web-based electronic referral information system integrated with BPJS Kesehatan's PCare as a replacement for the manual referral system, in order to improve efficiency, data accuracy, and the quality of patient referral services. The research methodology used is applied research with a system development approach using the System Development Life Cycle (SDLC) waterfall model, which includes the stages of needs analysis, system design, implementation, testing, and maintenance. Data collection techniques were carried out through observation, interviews, and documentation, while system validation used walkthrough methods and Black Box Testing. The results of the study indicate that the development of the electronic referral information system is able to integrate referral data in real time from PCare, reduce the use of paper documents, reduce duplicate data input, and accelerate the patient registration process. In addition, the system supports data security through role-based access control and encryption. It is recommended that this system be further developed with full integration into the Integrated Referral System and implemented sustainably to support digitalization and improve the quality of patient care.]]>
