<![CDATA[This study examines the effectiveness and efficiency of the State Defense Program implemented through Paskibraka by the National Unity and Politics Agency (Bakesbangpol) of Mojokerto City in 2025. The study used a descriptive qualitative approach with data obtained through in-depth interviews, non-participant observation, and documentation. Data were collected from Bakesbangpol personnel, a military trainer, a Purna Paskibraka Indonesia representative, and a Paskibraka participant, and were analyzed through data reduction, data presentation, and conclusion verification. The findings show that the program was effective because its major stages were completed according to plan and the target of 78 selected participants was achieved, including two representatives at the provincial level and 76 participants serving at the city level. Efficiency, however, was not optimal because budget limitations prevented a planned study visit and constrained several training facilities and participant consumption. The study implies that future program planning should align budget allocation more closely with operational needs and evaluation findings.]]>
