Employee performance plays an important role in supporting the achievement of organizational goals; however, at the Balai Besar Pengembangan Kompetensi Aparatur Pemerintahan Dalam Negeri I, several problems remain, including suboptimal work culture, the need to improve employee discipline, and an imbalance in workload among employees. These conditions may affect task implementation and the achievement of organizational goals. This study aims to analyze the effect of work culture, work discipline, and workload on employee performance at the Balai Besar Pengembangan Kompetensi Aparatur Pemerintahan Dalam Negeri I. This study employed a quantitative approach with an associative research design. The population consisted of 85 employees, with a sample of 45 employees selected using purposive sampling. Data were collected through questionnaires, observation, interviews, and documentation. Data analysis was conducted using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4.0. The results showed that work culture and work discipline have a positive and significant effect on employee performance, while workload has a positive but insignificant effect on employee performance. These findings indicate that strengthening work culture and work discipline should be prioritized to improve employee performance within the institution.
