<![CDATA[Technical competence of civil servants is a crucial element in ensuring the quality of licensing and investment services within the Investment and One-Stop Integrated Service Office (DPMPTSP). However, competency development programs are often not fully aligned with the actual needs of the organization. This study aims to analyze the condition of technical competency gaps among civil servants, examine the competency development efforts that have been implemented, and identify the factors influencing competency development at the DPMPTSP of West Java Province. This research employed a qualitative descriptive method. Data were collected through participatory observation, interviews, open-ended questionnaires, and literature review. The data were analyzed to describe the actual condition of civil servants’ competencies and their relevance to organizational needs. The findings indicate the presence of technical competency gaps, as reflected in the high demand for training in Excellent Service, Investment Promotion, and One-Stop Integrated Services (PTSP). In addition, there remains a mismatch between the objectives of training programs and participant selection, indicating that competency development planning has not yet been optimal. Competency development is influenced by supporting factors such as regulatory frameworks and institutional needs, as well as inhibiting factors including budget constraints and limited personnel. This study emphasizes that technical competency development should be based on systematic and continuous training needs mapping so that competency development becomes not merely administrative, but a strategic instrument for improving civil servants’ performance and the quality of public services.]]>
