<![CDATA[This study examines the role of global coffee certification as a policy instrument within international market governance that shapes economic relations among producers, states, and global market actors. Certification schemes, particularly Fairtrade, are legitimized through narratives of sustainability and economic justice that link production and consumption practices with ethical trade values. This research aims to analyze how such policy narratives are constructed and mobilized to build legitimacy and how they affect farmers’ economic justice. The main argument of this study is that sustainability narratives function as instruments of policy legitimacy but do not necessarily ensure equitable benefit distribution at the producer level. This research employs a qualitative approach using policy analysis based on the Narrative Policy Framework (NPF). Data were collected through document analysis of Fairtrade policy documents, reports from the Fairtrade Labelling Organization (FLO), international institutional reports, and relevant academic literature. The findings reveal tensions between global narratives of sustainability and economic justice and the realities experienced by farmers, particularly regarding certification costs, administrative burdens, and unequal access. These findings highlight the need for critical evaluation of certification policy legitimacy within the framework of global economic governance.]]>
