This study aims to analyze the implementation and effectiveness of the Continuous Voter Data Updating (PDPB) mechanism as part of non-election stage supervision conducted by the West Java Provincial Election Supervisory Board (Bawaslu). Using a qualitative descriptive approach, data were obtained through document review, interviews, and observation of supervisory activities from March to August 2025. The research evaluates how supervision ensures the accuracy, inclusiveness, and reliability of voter data, particularly in identifying potential vulnerabilities such as duplicate records, deceased voters, and unregistered eligible voters. The study also assesses institutional coordination between Bawaslu, the General Election Commission, and population administration offices. Findings show that proactive and periodic supervision significantly improves data validation accuracy, reduces data anomalies, and strengthens public participation in voter data oversight. However, challenges remain, especially related to limited digital integration and inconsistent reporting across districts. The study concludes that strengthening early-stage surveillance and improving data-sharing mechanisms are essential for ensuring a more credible and accountable voter list ahead of the election cycle.
