Abstract

Political parties are democracy's lifeblood. It is diffcult to envision a democracy without political parties. Political parties play an important strategic role. Political parties, in addition to facilitating public aspirations, are a source of recruitment for public offcials. as well as educating the general public about political education. The challenge is that political parties, including those in the financial sector, must be independent in order to play their roles effectively and without being partisan towards investors. In this context, restrictions on political party funding are required. Regulating party laws, unfortunately, has not been fully adequate in providing limits and strengthening accountability for political parties.

Abstract

The Elections Supervisory Agency (Bawaslu) is in charge of overseeing general elections. As an organization, it faces a number of internal and external challenges. The purpose of this article is to describe strategies for strengthening organizational culture in order to internally consolidate in order to face the challenges of the 2024 General Election. Internal consolidation in the form of strengthening organizational culture will go well if internal consolidation in the form of institutional task implementation goes well. This study uses a literature review method. The ndings of this study show that the organizational culture values declared by the Elections Supervisory Agency (Bawaslu) can be seen from its vision of becoming a trusted election supervisory agency. The four values that dene his work culture are solidity, integrity, mentality, and professionalism. Efforts to strengthen the organizational culture within Bawaslu can be carried out through the processes of recruiting new members, education, negotiations, instructions, participation, and expert involvement. Other approaches, such as behavioral, cognitive, humanistic, and psychodynamic approaches, can be used to strengthen organizational culture.

Abstract

The General Election Commission (KPU) and the Election Supervisory Agency (Bawaslu) will select election organizers gradually in advance of the 2024 General Election and Regional Election. The time period will end in 2022 or 2023. Such circumstances will have an impact on election preparations and regional head elections. Disputes over the selection stages and results at the State Administrative Court are one of the potentials that can disrupt the selection process for organizers and affect the stages of the general election and local elections. A lawsuit that appears in the middle of the selection stage has the potential to create uncertainty about the schedule for the next selection stage. This is because the Defendant in the Administrative Court is the Selection Team, not the Chairperson of the General Election Comission (KPU)/the General Supervisory Agency (Bawaslu). Furthermore, the dispute resolution process in the Administrative Court takes a long time. The purpose of this study is to examine the administrative dispute resolution arrangement in the selection of election organizers by looking at two things: (1) the legal position of the provincial/district election organizers selection team in dispute in the Administrative Court, and (2) the effectiveness and efficiency of the State Administrative Court's adjudication of the selection results.

Abstract

The prevention and eradication of criminal acts of corruption cannot rely solely on law enforcement; all stakeholders must collaborate. Bureaucratic arrangement, governance arrangement, political arrangement, economic arrangement, and cultural arrangement are all critical to preventing transactional politics from occurring in the legislative, executive, and judicial branches. There are many facts in the trial of corruption cases that should be suspected as a result of transactional politics carried out by state officials during their candidacy. Good governance is in line with democratic principles that are fair, honest, wise, independent, with integrity, responsibility, discipline, humility, and professionalism, as well as tested and measurable. Transactional politics becomes the embryo of corrupt behavior. As a result, four fundamental issues can be addressed to prevent corrupt behavior: neutral law; fair law enforcement ofcials; responsive community legal culture; and bureaucratic empowerment.

Abstract

Faced with challenges and the potential for greater vulnerability than previous elections in Indonesia's democratic history, the country is preparing for simultaneous general elections in 2024. To ensure that the 2024 General Election is held with legitimacy and integrity, an accurate, systematic, and comprehensive strategy regarding the electoral justice system is required. As a result, it is deemed necessary to conduct an analysis of the concept of the electoral justice system at the General Elections Supervisory Agency (Bawaslu), as well as an analysis of strategies for strengthening the electoral justice system in preparation for the 2024 General Election. Preventing violations, supervising the election process, resolving disputes, and prosecuting violators are the primary responsibilities. The General Supervisory Agency (Bawaslu) institution's task is an important part of the electoral justice system, particularly in the effort to hold elections with integrity and justice.

Abstract

The general elections and elections in 2024 will be the first experiences because they will be held concurrently in the same year. Reflecting on the implementation of the 2019 elections, the Integrated Law Enforcement Center's (Gakkumdu) discussion of problems has a significant impact on the process of enforcing the Election Criminal Law. The issue stems from the process of completing the elements of election crime. Substantive law enforcement is important to put forward, considering that, empirically, in the 2019 elections, it has produced a precedent in the application of the "deelneming" articles of inclusion. This is evident from the analysis of the tendency of decisions by judges who handed down guilty verdicts in cases involving the application of the inclusion article elements (deelneming). One of the Election Supervisory Agency's (Bawaslu) top priorities as they prepare for the 2024 General Election is to strengthen the Integrated Law Enforcement Center (Gakkumdu). The Election Supervisory Agency (Bawaslu) makes breakthroughs in optimizing the enforcement of election criminal law as one of the elements in the Gakkumdu center, alongside the police and the prosecutor's office. One aspect is related to conducting scientific studies and increasing HR capacity in the process of enforcing election criminal law.

Abstract

The General Elections held in 2024 represent the rapid development of democracy in Indonesia. Simultaneity in the same year, combined with uctuations in the community's economy, social, and cultural life, has the potential to give rise to numerous disputes over the election process, which is more varied. As a result, it is necessary to map out the issues and challenges of dispute resolution in the 2024 General Election and Election Process, as well as strategies for resolving them. Despite regulatory discord, the quantity and quality of resources in the ranks of election supervisors, and the fulllment of facilities and infrastructure in resolving disputes in the election/election process, there are still obstacles in practice. As a result, in preparation for the 2024 General Election, an internal strategy in the form of regulatory harmonization, increasing the number and quality of election supervisors, and completing facilities and infrastructure for handling disputes at the General Supervisory Agency (Bawaslu) is required. as well as external strategies to maximize the function of socializing regulations and build understanding among stakeholders to improve the quality of Indonesian democracy.

Abstract

Bawaslu's readiness is always tested by being faced with problems of election violations. This makes the election supervisory agency, in this case, the General Supervisory Agency (Bawaslu), have to work hard to deal with each of these problems. The General Supervisory Agency (Bawaslu) frequently faces many problems in the implementation of election supervision, one of which is the problem of systems and human resources. This paper employs a qualitative method in order to describe and analyze phenomena, events, social activities, attitudes, beliefs, perceptions, and thoughts of individuals or groups of people. This study also makes use of secondary data sources derived from all literature pertaining to the General Supervisory Agency (Bawaslu) of West Java Province. The conclusion of this paper is that the preparedness of West Java's General Supervisory Agency (Bawaslu) Secretariat for the 2024 General Election can be seen through ve aspects: tangibles, dependability, responsiveness, assurance, and empathy. Based on the examination of these various aspects, it is possible to conclude that the General Supervisory Agency (Bawaslu) Secretariat's readiness for the 2024 election includes the dimensions of human resource readiness, system or procedure readiness, and facilities and infrastructure readiness.

Abstract

The community in the whole world recognizes that the position of youth is very strategic. From the youth, born a group that is quantitatively small, but qualitatively very calculated. The character of youth is unique, energetic, idealistic, critical, and academic. In some event, youth became a driving force, even a battering ram, so that the history of the world, including the history of Indonesia, recorded the events of changes in civilization as a result of its terrible social movements. They are students. Therefore, in facing the General Election 2024, which is predicted to be more difcult and more complicated than the previous election, the government and election organizers should optimally involve the students. However, looking at their academic characteristics, students are more appropriate to be guardians for the realization of Direct, General, Free, Confidential (LUBER) and Honest and Fair (JURDIL) principles with the Election Supervisory Agency (BAWASLU), in order to combat political corruption and encourage double-minded democracy.

Abstract

Realizing equal access for women and men to be actively involved in politics and the political decision making process still requires special attention from stakeholders in various countries in the world. One of the crucial problems is that there is still an imbalance in the composition of men and women in representative institutions. So far, the focus of women's rights in politics has always looked at the representation of women as candidates for legislative, executive, and even management members in political parties and very rarely discusses women's representation as election organizers such as in the General Election Commission (KPU), Election Supervisory Agency (BAWASLU), as well as the Election Organizing Ethics Council (DKPP). Women's political rights are essentially not only about the presence of women in political parties and parliaments but in the whole process of organizing elections, including election monitoring. Professional election management institutions are one of the determinants of democratic elections. The opening of access and opportunities for women to become members of the election administration is one of the indicators used to determine whether the election management body has democratically.
