Selection and recruitment of Bawaslu members is likely an interesting topic to discuss, consideration that this period plays a significant role in order to increase the quality of the institution and democracy itself. Within the framewrok of inclusive election, the principles of inclusive eelction, the principles of equality and non-discrimination are key points that must be implenented in al levels., including the selection and recritment of Bawaslu. In the context of West Java, the problems are implied within the implementation of this inclusiveness has been widely questioned due to fact of low participation and representation of women, disability, and indigenous people. Using qualitative descriptive approach, this study provides a comprehensive overview of the selection process conducted by Bawaslu in West Java Province. The result show that the selection process challenged several problesm that correlating with low participation by vulnerable groups, which is also consistent with their electability. The study has also found that only 14 women compared to 111 men were selected as Bawaslu members in 27 regencies/cities across West Java. This research contributes to the understanding of the complexity of regulations, governancy, and various technical problems in implementation of selection. This study also provides an insightful idea for improving future Bawaslu selection process.
