This study examines the optimization of teacher recruitment in improving the quality of Islamic educational institutions at Pondok Pesantren Tahfidz Al-Manshurah Pekanbaru. Although teacher recruitment has been widely discussed, studies integrating value-based recruitment with institutional quality remain limited. This research employed a descriptive qualitative approach. Data were obtained through observation, semi-structured interviews with five purposively selected informants, including the school principal, curriculum deputy, tahfidz coordinator, senior teacher, and newly recruited teacher, as well as documentation. Data were analyzed using the interactive model of Miles and Huberman supported by source and technique triangulation. The findings indicate that teacher recruitment is implemented systematically through needs analysis, open recruitment, administrative screening, written examinations, interviews, Qur'an recitation tests, microteaching, and a three-month training period. Recruitment criteria combine the four teacher competencies mandated by Indonesian Law No. 14 of 2005 with Islamic values of al-qawiyy (competence) and al-amin (trustworthiness). This recruitment optimization has strengthened teacher professionalism, commitment, and institutional quality. Nevertheless, improvements are still required, particularly in standardizing Qur'an recitation assessment and establishing formal written recruitment procedures.
