Museums play an important role in preserving and disseminating information about culture, art, history, and science to the public. In Indonesia, which is rich in cultural heritage, museums have significant potential to be developed as educational tourism destinations that combine entertainment and learning (edutainment). In addition to serving as places for preserving historical artifacts, museums also function as educational media that provide students with learning experiences about history, culture, and the development of civilization by integrating tourism and learning activities (Panggabean, 2017). This study aims to identify and synthesize approaches used to develop museums in Indonesia as educational and cultural tourism destinations. The study employs a Systematic Literature Review (SLR) using a qualitative approach. Relevant literature was identified through Google Scholar using keywords related to museum development strategies, museum management, tourism, educational tourism, and cultural tourism. Based on the established inclusion and exclusion criteria, ten articles were identified and analyzed through data extraction and descriptive-narrative meta-synthesis. The findings reveal four main pillars of museum development strategies in Indonesia: educational attractions and interpretation (edutainment and living museums), facilities and hospitality services, digitalization and destination marketing, and stakeholder synergy. These four pillars work together to create a quality visitor experience and support the transformation of museums into attractive, adaptive, and sustainable educational and cultural tourism destinations. The findings provide museum managers and tourism stakeholders with a strategic framework for integrating education, facilities, technology, marketing, and institutional collaboration in museum development.
