In the era of globalization and increasingly complex societal demands, civil servants (ASN) must be able to provide fast, accurate, and high-quality services. Various reports indicate that civil servant productivity, competence, and motivation remain low. This study was conducted to analyze the influence of public service motivation and employee competence on their performance at the RPH Technical Implementation Unit (UPTD RPH) in Jember Regency, with a sample of 53 respondents. Data were obtained through questionnaires. The results reveal that public service motivation did not significantly influence employee performance, due to limited motivational support from superiors. Competence significantly influenced employee performance, indicating that higher competence leads to more satisfactory results. Simultaneously, public service motivation and competence positively and significantly influenced employee performance at the UPTD RPH in Jember Regency.
