General Background Small and Medium Industries significantly sustain regional economic growth but frequently struggle with acquiring business trademark legality. Specific Background To address this, the Department of Industry and Trade in Sidoarjo Regency allocated specific administrative quotas in 2024 to support local entrepreneurs. Knowledge Gap While existing literature predominantly explores general entrepreneurship training, there remains a notable scarcity of research examining the specific public service functions of municipal agencies in processing intellectual property protection. Aims This study investigates the bureaucratic role of the Industrial Sector in guiding trademark applications and identifies structural obstacles encountered during implementation. Results Utilizing a descriptive qualitative approach, findings reveal the agency provides crucial support through technical counseling, verification of names, application assistance to the Directorate General of Intellectual Property, and certificate distribution. However, implementation faces severe constraints due to restricted quotas, insufficient human resources, and low legal awareness among business owners. Novelty This research distinctly shifts the analytical focus from general business coaching to the concrete bureaucratic mechanisms of intellectual property assistance at the municipal level. Implications These findings offer strategic pathways for policymakers to strengthen institutional capacity, digitalize services, and expand funding allocations, thereby advancing Sustainable Development Goals 8 and 9. Highlights: Agency support encompasses technical counseling, verification procedures, and intellectual property certification distribution. Operational constraints include restricted quotas, insufficient workforce, and deficient statutory awareness among business owners. Strategic solutions require institutional capacity building, service digitalization, and expanded funding allocations.
