<![CDATA[The study was motivated by the high risk of flooding in Gorontalo City, which requires personnel with sufficient capacity to ensure effective disaster mitigation. The analysis was based on the individual capacity dimensions proposed by the United Nations Development Programme (UNDP): knowledge, skills, experience, service ethics, and leadership capacity. This study employed a qualitative approach with a descriptive research design. Data were collected through observations, interviews, and documentation, and were analyzed using the Miles and Huberman interactive model. Data validity was established through triangulation techniques. The findings indicate that the individual capacity development of BPBD personnel in Gorontalo City has been implemented fairly well across the United Nations Development Programme (UNDP) dimensions of knowledge, skills, experience, service ethics, and leadership capacity. Capacity development has been carried out through education and training, disaster simulation exercises, knowledge sharing, direct involvement in disaster response activities, and collaboration with various stakeholders. Nevertheless, several challenges remain, including unequal access to training opportunities, the need for continuous improvement of technical skills, and the need to strengthen communication and leadership in disaster mitigation efforts. Therefore, sustainable capacity development is necessary to ensure that disaster mitigation is implemented more effectively, professionally, and responsibly to the community’s needs.]]>
