This study aims to analyze the process and obstacles in first baggage and last baggage delivery at the International Terminal of I Gusti Ngurah Rai International Airport, Bali, and identify optimization efforts through the implementation of the Just In Time (JIT) principle. This study used a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The results show that baggage delivery has generally been carried out according to operational procedures, starting from aircraft arrival, baggage unloading, transfer, and distribution to the terminal. However, delays still occur, especially during distribution from apron to terminal, caused by operational vehicle congestion, marshaling position, aircraft parking location, and supporting facility arrangement. The application of the Just In Time (JIT) principle can improve operational efficiency through optimization of workflow, vehicle movement, and inter-unit coordination without additional operational costs.
