Heliport design is an important competency in aviation education, particularly in understanding the relationship between helicopter characteristics, facility geometric requirements, and safety standards. The learning process of heliport design still commonly relies on conventional approaches using regulatory documents and two-dimensional drawings, which may cause difficulties for students in understanding the spatial relationships between design components. This study aims to develop a web-based heliport design simulator as an innovative learning medium for surface-level heliport design. The research employed a system development approach consisting of requirement analysis, system design, implementation, and functional testing stages. The developed simulator provides features for helicopter characteristic data input, heliport layout arrangement, design conformity checking, and user management for students and lecturers. System testing was conducted using the Black-box Testing method to verify that the main functions of the application operated according to the designed specifications. The testing results showed that all main simulator features successfully operated according to the defined test scenarios. The developed simulator can serve as a digital technology-based supporting medium for heliport design learning.
