Buton weaving is a local cultural heritage possessing historical, artistic, and economic value, with the potential to be developed as part of a community-based creative economy. However, the development of weaving enterprises still faces limitations regarding entrepreneurial capacity, business management, product innovation, and the utilization of digital technology. This study aims to analyze the entrepreneurial capacity of the Buton weaving community—specifically in terms of knowledge, skills, and attitudes—identify obstacles to digital-based business development, formulate a digital-based business incubation model, and devise strategies to strengthen the community's entrepreneurial capacity. The study employs a qualitative approach using a case study method. Data were collected through observation, in-depth interviews, and documentation, and subsequently analyzed via data reduction, data presentation, and conclusion drawing. The results indicate that the community possesses strengths in weaving knowledge and production skills, as well as motivation to preserve local culture. However, capabilities in business management, business planning, branding, digital marketing, product innovation, and technology utilization require strengthening. The study proposes a digital-based business incubation model comprising stages of potential mapping, entrepreneurship training, digital literacy, business mentoring, digital implementation, and monitoring and evaluation, aimed at fostering independent and sustainable enterprises.
