The acceleration of technological transformation through artificial intelligence (AI) and the crypto economy is widening the digital divide across various regions. This research aims to analyze the relationship between telecommunications infrastructure and technological literacy in overcoming barriers to digital access. To date, previous research has tended to examine these two aspects in isolation, leaving gaps in our understanding of integrated solutions. By applying qualitative methods to policy documents and scientific literature, this research finds that the digital divide is a multidimensional phenomenon arising from the nonlinear interaction between infrastructure access, cognitive capabilities, and patterns of technology use.
