The Contribution Assistance Program (PBI) of BPJS Kesehatan is a government initiative designed to provide health insurance for underprivileged communities. However, the eligibility determination process in Yogyakarta City still faces several challenges, including limited information on requirements, data inconsistencies, and lengthy verification procedures that often force citizens to repeatedly visit related institutions. This study aims to develop a Decision Support System (DSS) to facilitate faster, more objective, and transparent evaluation of PBI eligibility. The Simple Multi Attribute Rating Technique (SMART) method is applied to assign weights and preference values based on several eligibility criteria, such as economic condition, residency status, housing condition, and asset ownership. The data used in this study are derived from population records provided by relevant institutions. The results indicate that the developed system can generate structured rankings of potential recipients, improve assessment accuracy, and reduce subjectivity in decision-making, thereby enhancing the effectiveness of the verification process. The study recommends integrating the system with regional population databases on an ongoing basis to ensure that PBI eligibility determination becomes more efficient, standardized, and accessible to the public.
