This study aims to develop a Social Skills assessment instrument for sixth-grade elementary school students and to examine its validity. The initial instrument consists of 18 items covering six indicators: communication skills, emotional control, social sensitivity, social expressiveness, social control, and physical appearance. Content validity was evaluated by four validators using Aiken’s V method, with item mean scores ranging from 3.857 to 4.0 and low standard deviations, indicating high consistency in assessment. The Content Validity Index (CVI) for all items was above 0.976, with several items reaching the maximum value of 1, confirming that all items are content-valid. Furthermore, empirical validity testing involving 48 students showed that 11 of the 18 items met the validity criteria (r ≥ 0.284), while seven items did not. These results indicate that most items correlate adequately with the total score and can reliably measure students’ social skills. The successful results from both content and empirical validity tests provide a strong foundation for further instrument development, including reliability testing, ensuring that the final instrument is a valid, practical, and reliable tool for assessing social skills in elementary school students.
