This study aims to analyze the impact of budget efficiency and the increase in performance targets on the implementation of DGCE Marine Patrol, examine how DGCE organizational management determines measures and strategies in responding to the budget efficiency policy and increased performance targets, and analyze management's adaptive strategies for maintaining the continuity of Marine Patrol operations and achieving performance targets, thereby ensuring that Marine Patrol operations can continue. The research employed a qualitative method combined with descriptive quantitative analysis using a Concurrent Triangulation Design, in which qualitative and descriptive quantitative approaches were conducted simultaneously. These findings demonstrate that DGCE's adaptive strategies have been able to maintain the operational continuity of Marine Patrol following the 2025 budget efficiency policy and the increase in performance targets. However, such continuity has not yet been fully formalized or institutionalized through statutory regulations or specific rules governing Marine Patrol. Therefore, from the perspective of Sustainable Public Management, DGCE management can be considered to have developed adaptive capacity; however, this capacity still needs to be strengthened and transformed into a formal, integrated, and sustainable continuity management system. This confirms the necessity for DGCE to develop a Marine Patrol continuity management system and strengthen the capacity of its human resources and management to make comprehensive decisions under conditions of resource constraints and uncertainty.
