The Consumer Dispute Settlement Agency is an agency tasked with resolving consumer disputes outside of court through conciliation, mediation, or arbitration. In practice, before conducting a trial, the Consumer Dispute Settlement Agency conducts a pre-trial stage that is not regulated in consumer protection laws. The purpose of this study is to analyze the pre-trial mechanism in consumer dispute resolution at the Consumer Dispute Settlement Agency and the role and implementation of consumer protection related to the pre-trial mechanism in consumer dispute resolution at the Consumer Dispute Settlement Agency. This research is a normative juridical study with a descriptive analytical research specification. The results show that the preliminary hearing is a mechanism for selecting a method of consumer dispute resolution at the Consumer Dispute Settlement Agency before a consumer dispute hearing is held. The pre-trial mechanism at the Consumer Dispute Settlement Agency can also accommodate changes in the consumer dispute resolution forum that has been determined in the agreement between consumers and business actors beforehand, to then agree on consumer dispute resolution at the Consumer Dispute Settlement Agency. The pre-hearing mechanism at the Consumer Dispute Resolution Board is an instrument of justice designed to provide consumers with the opportunity to obtain a fair and appropriate resolution of consumer disputes based on the good faith of the disputing parties.
