<![CDATA[This research is motivated by the suboptimal quality of public services at the nagari government level, specifically in the Koto Baru Nagari Government, Kubung District, Solok Regency. Although Koto Baru Nagari is the only nagari in Solok Regency that features an integrated vehicle registration (SAMSAT) service unit at the nagari office, in practice, several fundamental issues persist, such as uncertainty in service delivery duration, low employee discipline, suboptimal administrative and facility management, and a lack of apparatus responsiveness in meeting community needs. This study aims to describe and analyze Public Service Management in the Koto Baru Nagari Government using the management functions perspective proposed by George R. Terry, encompassing planning, organizing, actuating, and controlling. This research employs a qualitative descriptive method, with data collected through in-depth interviews with 19 informants, direct observation, and documentation studies. Data validity was tested using source triangulation techniques. The findings indicate that: (1) Planning has not been fully supported by adequate Standard Operating Procedures (SOPs) or well-internalized goal setting; (2) Organizing still faces constraints regarding limited human resources and staff placement that does not fully align with competencies and workload; (3) Actuating is not yet fully effective, A lack of access to relevant training programs, combined with an organizational culture that does not yet fully support professional development, are factors hindering efforts to enhance the capacity of *nagari* officials. (4) Controlling, The evaluation mechanism for public service performance has not been formally and periodically institutionalized. Evaluations tend to be conducted ad hoc or reactively.]]>
