SIMBOL adalah Jurnal STISIP Imam Bonjol merupakan jurnal yang diterbitkan oleh Lembaga Penelitian dan Pengabdian Masyarakat Sekolah Tinggi Ilmu Sosial dan Ilmu Politik Imam Bonjol untuk Bidang Ilmu Sosial dan Ilmu Politik. SIMBOL menampung banyak isu dan permasalahan yang berkaitan dengan ilmu administrasi publik dan pemerintahan. Tujuan dari publikasi jurnal ini untuk menyebarluaskan konsep, ide dan hasil penelitian dalam ruang lingkup ilmu administrasi publik dan pemerintahan. SIMBOL berfokus kepada masalah utama pada pengembangan administrasi publik dan pemerintahan serta permasalahan sosial , yang mencakup Kebijakan dan Organisasi Sektor Publik, Reformasi Birokrasi Lokal, Tata Kelola Pemerintahan Daerah, Kolaborasi dalam Kebijakan Publik, Inovasi Pelayanan Publik, Manajemen Pemerintahan dan Sumber Daya Manusia,Pemilu dan Demokrasi, Pemerintahan Nagari atau Desa, Kajian Pemerintahan Minangkabau. SIMBOL di publikasikan pertama kalinya pada Januari 2022 secara online. Jurnal SIMBOL diterbitkan sebanyak 2 kali dalam 1 tahun. Setiap Bulan Januari dan Agustus.

The development of MSME (Micro, Small, and Medium Enterprises) digitalization is a strategic step to increase competitiveness and economic growth in the digital era. By utilizing information technology and digital platforms, MSMEs can expand market reach, increase operational efficiency, and optimize business management. However, challenges such as limited access to technology, lack of digital literacy, and uneven infrastructure are still obstacles. Therefore, collaboration between the government, private sector, and the community is needed to provide training, access to funding, and infrastructure support to encourage MSME digital transformation in an inclusive and sustainable manner.

Trust in the context of communication is the picture of an expectation that words, promises, oral or written statements from another individual or group can be trusted. In organizations or institutions, trust is the most important capital in its survival. Organizations or institutions will not be able to survive long if they do not gain the trust of the public. This public trust will be one of the factors in the crisis. For this reason, it is considered very important for communication strategies in dealing with crises that occur in institutions and organizations. The crisis of trust experienced by most government hospitals on the quality of health services has an impact on the existence and existence of Sawahlunto Hospital which in fact is also the essence of public health services in Sawahlunto City. With the proliferation of the growth of competitors such as clinics and private hospitals, this is used as a benchmark for improving the quality of service that is sustainable. The tendency of the community to prefer clinics, private hospitals or in extreme conditions of treatment abroad, this is evidence that government hospitals have begun to be abandoned by the community in entrusting their health. The communication strategy of government hospital public relations practitioners must be able to overcome this so as not to cause a broad impact on the continuity of health institutions in Indonesia

This research used the Qualitative Approach the informan of this research are niniak mamak of Kenagarian Situjuah Gadang, the social leader, the community who have social status in that village. The Supporting data has taken from the office of Wali Nagari, the stratification of the informant purposively. The data collected by observation, interview and documentation study. To know the vaildity of data the researches used triangulation technique and technique of analysis data by analysing qualitative data that begin from data reduction, presenting data and make the conclution. The result of this research an is follow: 1) the form of social stratification of the community, 2) The role of social stratification in the community development has been that changed in their community life in Kenagarian Situjuah Gadang. The change was backed up by leading, the need of the community and government in globalization era with various need and problem. Meanwhile the village in a concept of heritage tradition (traditional heritage) is a unit of social organization which was governed by penghulu group, that was barned from homogen farming community and simple, so they cannot able to face democracy and otonomy the community of Kenagarian Situjuah Gadang had been pismed with the stratification/koel that are : social stratification of culture, structure social stratification, social politic stratification. They have the mission and vision in the development of the whole community.

The iceberg phenomenon has become a popular expression of the widespread non-violence against children that is spreading in Indonesia. This phenomenon shows that the social symptoms of acts of violence against children appear small on the surface but in reality are bigger than what is visible on the surface. The scene of acts of violence against children no longer only occurs in the private sphere but has entered the public sphere. Schools are one of the places where violence against children is often the center of attention. Actors who commit acts of violence against children can be carried out by teachers against students or between students. This study aims to examine the forms and actors of violence in schools. Acts of violence that occur in schools are still relatively few and only limited to acts of physical and psychological violence. Both forms of violence are not high in intensity. Bullying is a form of violence that is mostly done by female students, while acts of physical violence in the form of fights and threats are mostly done by male students. Meanwhile, teachers or other stakeholders were not found to have committed acts of violence. There are four times that are considered to be prone to acts of violence against children, namely during recess, after school, changing class hours and empty classes. Most of the incidents of violence occurred in the environment outside the school rather than in the school environment. Although outside the school environment, the place is not far from the school, just outside the school fence. Behind the school and outside the school near the river are the most vulnerable places used by school students to commit acts of violence. These places are often used by male students to gather there.

This research was conducted to find out the E-KTP manufacturing service system provided by the government of Central Siberut District of Mentawai Islands Regency which is measured through several service system indicators, namely: direct evidence, empathy, responsiveness, reliability and communication, in addition this research is also conducted to find out the constraint factors of the E-KTP manufacturing service system that can be seen from facilities and infrastructure, In service procedures and employee capabilities, the study uses a qualitative descriptive approach with data collection obtained from observations and interviews. The results of this study show that the service system for making E-KTP in The Central Siberut District of Mentawai Islands Regency is still not maximal which can be seen from the assurance of uncertain services, inadequate facilities and infrastructure, lack of attention and good response from employees, poor employee response and lack of information provided to the public about the procedures of the E-KTP manufacturing service system. The author suggested that the Government of Central Siberut Subdistrict improve employee performance by training employees, adding facilities and infrastructure and also clarifying information about E-KTP manufacturing service procedures.

The independent judicial system is a form of elaboration of the Indonesian state of law, and is also one of the efforts besides that it also has the potential to cause greater corruption. Where corruption has been civilized and become one of the diseases of society or public officials including the judge himself. The rise of corruption in Indonesia will make foreign investors flee who invest their capital in Indonesia, because investors feel uncomfortable investing in a country full of corruption. The development of special economic areas (KEK) of local governments collaborates with the central government and private parties. The development of a region into a special economic area requires a real planning and action. Supported by regional autonomy demanding the role of local governments in realizing the SNR, it also requires collaboration with the central government in addition to the large role of the private sector in economic activity. Government and private cooperation with Indonesia's infrastructure development model involves the private sector, local government, central government in a synergy with their respective roles and functions that allow for a clear division of positions, duties and responsibilities set out within the legal framework of legal in carrying out development projects. The strategy that can be pursued by local governments in realizing SNR is to build collaboration with private parties and central government in public private partnership schemes.

Sungai Aua is one of the Nagari in Pasaman Barat Regency which has expanded Nagari Expansion against the background of problems in public service and uneven development. The Nagari Sungai Aua expansion was designed in 2016 and received a registration code as a Nagari Persiapan in 2017. The influence of the expansion of Nagari Sungai Aua has not been so visible and felt by the community as a whole, which is indicated by the fact that there are still some community groups who complain about the services in Nagari Sungai Aua and development that has not changed. Nagari Sungai Aua even though the expansion of Nagari Sungai Aua has been running for ± 5 years. This research was conducted using qualitative methods and descriptive approaches with data collection techniques through interviews, observation and documentation by used the theory of effectiveness according to Robert Duncan which consists of achieving goals, integration and adaptation. Research result shows that the expansion of Nagari Sungai Aua has been quite effective because it has fulfilled most of the indicators in the variables of Robert Duncan's theory of effectiveness. However, there are still some obstacles related to the delay in the Village registration code so that the indicators of the implementation period and the achievement of targets at the points of equitable development have not been met. Therefore, it is necessary to increase cooperation the Regional Government and the Central Government so that there is certainty regarding the Village registration code.

Tujuan dari penelitian ini adalah untuk (1) mengetahui pelaksanaan pelayanan prima Pada Pasien Pengguna Badan Penyelenggara Jaminan Sosial (BPJS) di Unit Rawat Inap Rumah Sakit Tentara Dr. Reksodiwiryo Padang. (2) Untuk mengetahui hasil pelaksanaan pelayanan prima (service excellence) terhadap kepuasan pasien rawat inap di Rumah Sakit Tentara Dr. Reksodiwiryo Padang. (3) untuk mengetahui kendala – kendala yang menghambat dalam pelaksanaan pelayanan prima pada pasien rawat inap Pengguna Badan Penyelenggara Jaminan Sosial (BPJS) di Unit Rawat Inap Rumah Sakit Tentara Dr. Reksodiwiryo Padang. Dalam penelitian ini peneliti menggunaka metode deskriptif dengan pendekatan kualitatif, jenis ini berupaya menggambarkan kejadian atau fenomena sesuai dengan apa yang terjadi di lapangan, dimana data yang dihasilkan berupa kata-kata tertulis dari orang-orang dan perilaku yang dapat diamati. yaitu mengumpulkan data sebanyak-banyaknya mengenai faktor yang menjadi fokus peneliti, hal ini sangat relevan dengan judul penelitian yang berdasarkan fenomena yang terjadi di lapangan yang tidak mengumpulkan data saja tetapi juga menganalisa data yang telah diperoleh tersebut. Dari hasil penelitian yang telah dilakukan di RST Dr. Reksodiwiryo Padang mengenai pelayanan prima pada pasien pengguna BPJS, peneliti dapat menyimpulkan hal-hal sebagai berikut: (1) Pelayanan prima pada pasien pengguna BPJS di RST Dr. Reksodiwiryo Padang telah berjalan dengan baik dengan landasan Standar Operasional Pelayanan (SOP) yang ada. (2) Kendala-kendala yang masih dihadapi dalam mewujudkan pelayanan prima terhadap pasien dengan jaminan BPJS di RST Dr. Reksodiwiryo Padang adalah alur yang terlalu panjang yang harus dilalui pasien, kurangnya pengontrolan fasilitas kerumahtanggaan. Kata kunci: Pelayanan Prima

Foundations and Private Universities become an organizational unit that has the same activities and objectives in terms of the implementation and management of Higher Education in accordance with the laws and regulations to be managed based on good university governance in accordance with the established management autonomy. The purpose of this study is to empirically examine the role of foundations and find a best practice on the management autonomy authority to realize good university governance. This research is a descriptive study with a quantitative approach with a survey method through questionnaires to 21 respondents from foundation leaders, leaders of private universities, lecturers of structural officials at private universities in Padang City. The data analysis technique uses SEM which is operated through SmartPLS 3.0 software. The results of this study indicate that there is a significant positive influence of good university governance and significant management autonomy on the role of foundations in the level of authority to realize good governance of private universities. All indicators of the two independent variables show a large correlation, which indicates that these two variables have an influence on the role of foundations in the level of authority for managing private universities.
