The increasing elderly population (lansia) in Sleman Regency, reaching 16.3% (184,862 people), presents a demographic challenge requiring an integrated policy response. This study analyzes stakeholder roles in elderly welfare management in Sleman Regency using Nugroho's framework: policy creator, coordinator, facilitator, implementor, and accelerator. The method used is descriptive qualitative, with data collected through in-depth interviews with key actors (Regional Secretariat, Bappeda, Social Affairs Office, Health Office, DP3AP2KB, Kalurahan Government, PKK cadres, Posyandu cadres, and LLT Banyuraden management) and documentation studies. Results show the policy creator role is held by the Regional Legislature (DPRD) and the Regent through Regional Regulation No. 7/2025. The coordinator role is held by Bappeda (planning) and the Regional Secretariat (policy), which also holds a dual role as facilitator. The facilitator role is carried out by the Regional Secretariat (regulation), Kalurahan Government (Village Funds and service-unit strengthening), sectoral OPDs (elderly service development), and philanthropic contributions. The implementor role is supported by adequate health infrastructure, though outreach remains limited. The accelerator role is evident through PKK and Posyandu cadres, the LLT Banyuraden model with SILANI, and a community-based religious pathway (Pesantren Lansia). The five roles overlap and are not mutually exclusive, yet collaborative effectiveness is hindered by cross-agency data fragmentation and dependence on now-ended external funding (ADB). This study recommends accelerating the Perbup, operationalizing the FK-KLU, replicating the integrated service model, and synchronizing NIK-based data to ensure sustainable elderly welfare.
