Abstract

The Covid-19 pandemic has had a huge impact on various sectors. This requires preventive measures as well as handling the impacts, so that innovative programs from the village government are needed in these conditions. The purpose of this study is to examine the innovations of the Guwosari village government in preventing and handling the impact of COVID-19. The research method used is descriptive qualitative, with data collection methods, in-depth interviews, observation and documentation. The results showed that the government of Guwosari Village had carried out several innovative programs; First, optimizing the use of digital platforms to provide education and also disseminate information regarding the steps to prevent and treat COVID-19. Second, the Gogrok Covid Program, the third the Jogo Tonggo Program to help the community during the pandemic, fourth, the Shelter Sehat Guwosari and finally the Distribution of BLT Village Funds using the pasardesa.id platform. The obstacles faced include, among others, there are residents who do not comply with health protocols and there are still rules regarding the arrival of residents from the city, as well as not optimal updating of data on social media.

Abstract

HIV and AIDS cases in Yogyakarta city until March 2017 experience case addition. Increased cases of HIV AIDS can be caused due to the transmission of cases, also caused by increased awareness to check themselves. This issue is become responsibility together so that the effort in treatment need collaboration. The purpose of this study was to determine Collaborative Governance in HIV AIDS Prevention in Yogyakarta City and to find out how far Collaborative Governance contributes to tackling HIV AIDS in Yogyakarta City. This study uses a qualitative descriptive approach with data collection techniques carried out through participant observation, in-depth interviews, and documentation studies. The results showed that Collaborative Governance in the prevention of HIV and AIDS in the city of Yogyakarta had been carried out quite well, the implementation of collaboration was not binding and there was no hierarchical structure. The collaboration takes place in accordance with the work program and duties and functions of each institution. Motivation together there is a shared belief in carrying out collaboration, but the mutual understanding is not optimal because of the implementation of separate collaborations. Capacity aspects of financial resources, facilities and human resources are still limited. The impact of Collaborative governance in overcoming HIV and AIDS is to be able to minimize the spread of HIV and AIDS in the city of Yogyakarta as well as an increase in the handling of people affected by HIV and AIDS.

Abstract

The high public demand for quality improvement on KIA becomes the basic fundamentals for the government of Yogyakarta to upgrade the quality and efficiency of KIA services. One of the implemented policies is the application of smart city in the health sector, primarily focusing on e-Health development. This research aims reviewing innovation in the implementation of e-Health in health centers Mantrijeron by employing a qualitative approach with interviews, observation, and documentation. The results showed   that innovation of e-Health was divided into four categories: man, money, methods and machine. In terms of man (human resources) there were Simpus facilitation officer and adequate number of qualified human resources. Meanwhile money innovation occurred by adequate financial support from APBD, BOK and BLUD budget. Method innovation came in with the application of SOP in each service which also describes the associated use of Simpus. Machine innovation occurred through adequate computer devices, efforts to restore the hardware restoration efforts, routine network maintenance by a team of Service Level Agreement (SLA) and assistance from the Department of Communications, Information and Coding of Yogyakarta City.Keywords: e-Health, SIMPUS, Innovation, Service Quality

Abstract

This study aims to analyze the attributes of the implementation of innovation carried out by Danurejan District and the supporting and inhibiting factors of the Joint Exit Innovation: List 1 can 5. The method used is descriptive qualitative, data collection is done by interviews, and documentation studies. The results show that the innovation provides convenience in procedures, speed of service time as well as easy access to health information, innovation is also in accordance with the development and needs of the community, the implementation of procedural innovations does not experience complexity because innovations that cut requirements so that it is possible if the innovations come out together replicated in another place. Factors supporting the implementation of innovation include: commitment from the leadership, support from various stakeholders, and apparatus skills. The obstacles faced; lack of community understanding in the sms gateway registration process, lack of readiness of village officials, as well as lack of community understanding of the importance of handling children's documents since they were still in the womb. Keywords: Innovation, Service, Population Administration AbstrakPenelitian ini bertujuan untuk menganalisis atribut pelaksanaan inovasi yang dilakukan Kecamatan Danurejan serta factor pendukung maupun penghambat dari Inovasi Keluar Bersama: Daftar 1 dapat 5. Metode yang digunakan adalah deskriptif kualitatif, pengumpulan data dilakukan dengan wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa inovasi tersebut memberikan kemudahan dalam prosedur, kecepatan waktu pelayanan juga kemudahan akses informasi kesehatan, inovasi juga sesuai dengan perkembangan dan kebutuhan masyarakat, pelaksanaan inovasi secara prosedural tidak mengalami kerumitan karena inovasi yang sifatnya memangkas persyaratan sehingga memungkinkan jika inovasi keluar bersama direplikasi di tempat lain. Faktor pendukung pelaksanaan inovasi antara lain : komitmen pimpinan, dukungan dari berbagai stakeholder, serta keterampilan aparatur. Adapun kendala yang dihadapi; kurangnya pemahaman masyarakat dalam proses pendaftaran sms gateway, kurangnya kesiapan petugas kelurahan, serta kurangnya pemahaman masyarakat akan pentingnya pengurusan dokumen anak sejak masih dalam kandungan.

Abstract

Kesenjangan di sektor pendidikan karena maraknya sekolah negeri berlabel unggul yang digagas pemerintah di hampir setiap daerah membuka jurang kesenjangan yang begitu lebar dengan sekolah lain yang berstatus tidak unggul. Merespon hal tersebut Kementerian Pendidikan dan Kebudayaan menetapkan Permendikbud Nomor 17 Tahun 2017 tentang Penerimaan Peserta Didik Baru pada Taman Kanak Kanak, Sekolah Dasar, Sekolah Menengah Pertama, Sekolah Menengah Atas, Sekolah Menengah Kejuruan atau bentuk Lain Yang Sederajat. Peraturan PPDB Zonasi tersebut juga telah diperbaharui Permendikbud Nomor 44 Tahun 2019. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan sistem zonasi pada PPDB tingkat SMA di Daerah Istimewa Yogyakarta. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara, dokumentasi dan studi literature. Dengan landasan kajian model implementasi Van Meter and Van Horn. Hasil penelitian menunjukkan bahwa: 1) implementasi kebijakan sistem zonasi memenuhi enam variabel Van Meter dan Van Horn seperti: a) sasaran dan tujuan kebijakan sistem zonasi di DIY sudah dijalankan dan mengacu pada Peraturan Gubernur DIY dan Peraturan Disdikpora tentang Juknis PPDB SMA/SMK Negeri,; b) sumber daya yang sudah tercukupi dengan adanya panitia PPDB serta sumber daya finansial yang cukup memadai; c) Karakteristik agen pelaksana yakni Gubernur DIY bersama Dinas Pendidikan, Pemuda dan Olahraga DIY telah menyiapkan peraturan dan petunjuk teknis Penerimaan Peserta Didik Baru (PPDB), kemudian Satuan Pendidikan di tingkat SMA yang melaksanakan PPDB tersebut termasuk memberikan informasi kepada masyarakat terkait dengan syarat dan prosedurnya. d) adanya disposisi dari implementor kebijakan. e) Komunikasi antar organisasi pelaksana ditunjukkan dengan adanya koordinasi pemerintah pusat dan pemerintah daerah, serta komunikasi di level pelaksana pemerintah daerah yakni antara Disdikpora dan SMA di DIY. f) Lingkungan ekonomi, social dan politik ditunjukkan dengan pemerataan akses layanan pendidikan tersebar bagi siswa kalangan manapun, lingkungan politik adanya kebijakan yang berbeda antara pusat dan daerah dalam penetapan usia siswa sebagai syarat dalam PPDB

Abstract

Tujuan penelitian ini adalah untuk mengetahui kualitas pelayanan Administrasi Kependudukan di Kantor Desa Samili. Penelitian ini menggunakan metode kualitatif. Hasil penelitian ini menunjukkan bahwa pelaksanaan kualitas pelayanan Administrasi Kependudukan di Kantor Desa Samili sudah cukup baik. (1) Dimensi Tangible (bukti fisik), belum memenuhi fasilitas yang memadai dalam memberikan pelayanan seperti tidak tersedianya papan informasi untuk mengetahui terkait pelayanan Administrasi Kependudukan, tidak tersedianya AC dan tidak adanya lemari arsip. (2) Dimensi reliability (kehandalan), belum sesuai dengan keinginan dan harapan masyarakat karena tidak adanya standar pelayanan yang jelas (SOP), kurangnya SDM serta belum mengikuti pelatihan terkait pelayanan adminduk. (3) Dimensi responsiviness (ketanggapan), pegawai sudah menunjukkan sikap daya tanggap yang baik, namun pelayanan masih lambat serta belum tersedianya kotak aduan. (4) Dimensi assurance (jaminan), jaminan tepat waktu pelayanan dan biaya pelayanan belum sesuai dengan harapan masyarakat karena ada yang mengeluh mengenai pelayanan yang tidak cepat, pegawai yang tidak disiplin serta masyarakat harus membayar jika ingin mendapatkan pelayanan yang cepat. (5) Dimensi emphaty (empati), pegawai Administrasi Kependudukan di Kantor Desa Samili sudah menunjukkan upaya meningkatkan kualitas pelayanan yaitu dengan menunjukkan sikap ramah, sopan, menghargai pengguna layanan dan tidak diskriminatif. (6) Dimensi Access (akses), masyarakat masih kesulitan dalam mengakses informasi terkait pelayanan karena tidak adanya papan informasi serta belum tersedianya pelayanan secara online lewat nomor telepon ataupun whatsApp dimasa pandemi. Faktor pendukung yang membantu proses pelayanan Administrasi Kependudukan adalah faktor kesadaran. Terakhir, faktor yang menghambat proses pelayanan Administrasi Kependudukan di Kantor Desa Samili adalah faktor keterampilan SDM, faktor manajemen organisasi, faktor aturan dan faktor sarana prasarana.

Abstract

This research aims to find out the Government's strategy in the application of state civil servant discipline in DKI Jakarta, as well as to get any solutions that can be applied in improving the discipline of the State Civil Apparatus. Using research methods of literature studies drawn from several references to journals, books, laws and other relevant articles that support this research, the Jakarta Provincial Government uses various strategies in an effort to implement the working disciplines of the State Civil Apparatus in accordance with applicable laws and regulations and agreements that have been made. The efforts made by the government is a strategy that can be a solution to improve discipline, some of which are: giving appreciation to employees who have completed their tasks appropriately and quickly, giving punishment or sanctions to employees who make mistakes, explaining and providing understanding of the unknown to eliminate lack of confidence, increase skills and potential.

Abstract

Public services in Indonesia have many complaints from the public due to unclear procedures, limited access to information, and inadequate infrastructure. The enactment of the Law on Public Information Disclosure gives the public the right to supervise governance and improve the quality of information management and services within the Public Agency. The DIY Regional Government PPID which has been established since 2013 has not shown good performance. The purpose of this study was to analyze the performance of PPIDs and the factors that influence the acceleration of bureaucratic reform to create a culture of information openness. Performance evaluation is measured based on aspects of productivity, service quality, responsiveness, responsibility, and accountability. Meanwhile, the influencing factors are seen from personal / individual, leadership, team, system, and contextual (situational) factors. This research method uses a qualitative descriptive approach. The data collection technique is done through interviews, observation, and documentation study. An important finding from the performance evaluation results is that PPID productivity and accountability are still low. Meanwhile, factors that hinder performance are limited understanding of PLID, lack of intensity of communication between the Regional Head and Assistant PPIDs and the absence of budget support for PPID. Strategies that need to be carried out include improving the quality of PPID service performance by compiling a community satisfaction index, updating the classification of information regularly, monitoring and evaluation by giving awards and punishment, improving personality and utilizing various social media.

Abstract

Every public institution is obliged to implement the Law No.14/2008 on the openness of public information. The study was aimed at identifying to what extent public institutions in Bantul Regency implement public information openness focusing on dissemination of public information by means of official websites. By using qualitative method, the data collection technique applied in this study included evaluation of the websites content followed by observation and interviews. The analysis was done qualitatively based on the collected data, facts, and informations by sticking to representative searching in order to avoid bias. The data was analyzed through coding ten public institutions websites, followed by interpretation. The study showed that the level of public information openness implementation in Bantul Regency reaches 88.4% which is considered very great. Out of 10 public institutions, two fall into the category of 'good'and reach 77%, five public institutions fall into the category of 'very good' which reach more than 80%, and three institutions reach perfect score (100%) which fall into the category of "very good". It shows that public institutions in Bantul Regency have provided proper facilities and infrastructure for the people to access public information in accordance with the principles of 'the Law on the Openness of Public Information. Keywords: implementation, public information openness, public institutions

Abstract

Penataan Kelembagaan Sekolah Wirausaha Aisyiyah (SWA) bertujuanuntuk membantu penataan kelembagaan yang profesional danmembangun koordinasi antar struktur Aisyiyah yang lebih baik. SWAdimaksudkan untuk membangun jiwa kewirausahaan dan mewujudkankemandirian ekonomi perempuan. Kota Yogyakarta menjadi pilotproject Majelis Ekonomi dan Ketengakerjaan Pimpinan Pusat„Aisyiyah (MEKPPA) dalam menjalankan programnya. Selama 4(empat) tahun berjalan Pimpinan Daerah „Aisyiyah Kota Yogyakartatidak memiliki komitmen untuk menggerakkan program SWA dan tidakmemahami peran dan tanggungjawabnya. Target luaran dari kegiatanini adalah adanya penataan kelembagaan Sekolah Wirausaha„Aisyiyah (SWA) yang lebih baik dan profesional mengasu pada 4fungsi manajemen yaitu perencanaan, pengorganisasian,penggerakan, dan pengawasan. Metode yang digunakan adalahdiskusi terarah dan workshop. Hasil dari pelaksanaan FGD danworkshop ini adalah terbentuknya penyempurnaan panduan SWA yangmemuat bagan struktur organisasi pengelola SWA di daerah besertaketugasan masing-masing tiap jabatan. Selain itu, MEKPPA masihperlu memberikan pendampingan dan menjalankan koordinasi kepadaPDA dalam pelaksanaan penyelenggaran SWA.
