Abstract

The modernization of main weapon systems (Alutsista) and the enhancement of personnel competence are two fundamental pillars that determine the effectiveness of Naval Aviation operations in responding to increasingly complex maritime threats and strategic environmental dynamics. This study aims to develop an integrated strategic model that connects Alutsista modernization requirements with the strengthening of personnel capabilities to achieve optimal and sustainable operational readiness. This research employs a qualitative descriptive-analytic method, utilizing literature review, policy document analysis, and thematic triangulation based on concepts of combat readiness, capability-based planning, and organizational competency theory. The findings indicate that the effectiveness of Indonesian Naval Aviation operations is influenced by three key factors: (1) accelerated modernization of technologically advanced and maritime-operation-compatible Alutsista; (2) enhancement of personnel competence through tiered training schemes, technical specialization, and competency-based human resource governance; and (3) integration of maintenance, logistics, and digital-based simulation systems. The study produces a conceptual strategic model that positions the synchronization of Alutsista modernization and personnel competence development as the foundation for improving readiness, mission reliability, and aviation safety. Recommendations include strengthening the training-ahead-of-equipment policy, developing an integrated MRO ecosystem, and accelerating digital transformation within Puspenerbal’s operational systems. This model is expected to serve as a reference for strategic decision-making and force planning within Indonesian Naval Aviation to support national sovereignty and maritime security.
