Abstract

Synergy between the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), and the Regional Government (Pemda) during disaster mitigation, as the foundation of regional resilience, is a crucial element in disaster mitigation in a region. The eruption of Mount Ruang in the Sitaro Islands Regency, North Sulawesi, which occurred in 2024, serves as an important case study for the implementation of this synergy. A qualitative, descriptive study was conducted on this issue. The research findings indicate that inter-agency synergy has been established and pursued, but its effectiveness remains suboptimal. This is due to several factors, including unresolved overlapping authorities, mitigation planning that tends to be sectoral without comprehensive integration, the lack of structured and periodic joint training exercises, and limited infrastructure and coverage of early warning systems. Based on these findings, the formulated strategy includes several key recommendations, such as: Establishing an adaptive integrated command system based on the principles of the Incident Command System (ICS); Increasing the frequency and quality of integrated training exercises and periodic joint simulations; Strengthening multi-modal mitigation infrastructure that is adaptive to region-specific risks. Fourth, the implementation of collaborative governance principles for Disaster Risk Reduction (DRR) involving all stakeholders. These strategies aim to strengthen regional resilience through a more structured and responsive Military Operations Other Than War (OMSP) approach, enabling Indonesia to respond to disaster threats more effectively and sustainably.
