Dilema Solidaritas Islam dan Realpolitik: Respons Organisasi Diaspora Uyghur terhadap Serangan Hamas 7 Oktober 2023

Abstract

This study examines the divergent responses of selected Uyghur diaspora organizations and elites to the Hamas attack of 7 October 2023, with particular attention to statements condemning the attack amid growing expressions of solidarity with Palestine across various Muslim communities. Employing a literature-based study and historical method, the research analyzes statements issued by diaspora organizations, publications produced by advocacy institutions, and relevant academic literature. The analysis draws on the perspectives of transnational Islamic solidarity and Fiqh al-Aqalliyyat to explain the position of the Uyghur diaspora as a Muslim minority navigating advocacy imperatives within the broader constellation of global politics. The findings reveal a tension between transnational religious solidarity and the strategic considerations of diaspora organizations and elites seeking to sustain the Uyghur advocacy agenda. This study interprets this tendency through the concept of religious realpolitik, defined here as the pragmatic political strategy through which religious actors or minority communities negotiate religious solidarity against the imperatives of safeguarding security, communal continuity, and external political support. From the perspectives of Fiqh al-Aqalliyyat and Maqasid al-Shari‘ah, this tendency may be understood as a negotiation between solidarity with the wider Muslim community and considerations of Hifz al-Nafs under conditions of political vulnerability experienced by minority communities. The study concludes that the Uyghur diaspora case demonstrates that transnational Islamic solidarity does not necessarily produce uniform political positions; rather, it may be negotiated and recalibrated according to the positionality, vulnerabilities, and strategic interests of Muslim communities within specific geopolitical contexts.
