Inaccurate project planning can lead to delays and cost overruns, as occurred in the classroom-building project at SMK Sore Tulungagung, which experienced a slowdown in work progress during Phase 1 (structural work) and Phase 2 (architectural work). This study aims to analyze time planning, the critical path, project completion probability, and time and cost efficiency using a combination of the Precedence Diagram Method (PDM) and the Program Evaluation and Review Technique (PERT), through a quantitative descriptive-analytical case-study approach. The results show that the combined PDM-PERT method reduced the duration of Phase 1 from 91 to 85 days (6.59% efficiency) and Phase 2 from 140 to 120 days (14.29% efficiency), with a completion probability of 99.99% (Z = 4.14) and 100% (Z = 11.36) respectively. Application of the combined method also produced a total cost saving of IDR 87,225,902.97 (12.02%). These findings prove that the combined PDM-PERT method is effective as a tool for planning and controlling the time and cost of construction projects.
