Abstract

The implementation of public policy at the local level is a complex process that involves the interaction between institutional mechanisms and community dynamics. Although policy planning is often extensive, many development programs fail to achieve the expected outcomes due to institutional capacity limitations and weak community engagement. This study addresses three research questions regarding institutional mechanisms, community adaptation and resistance, as well as contextual conditions that enable effective and sustainable policy implementation. Using a systematic qualitative evidence synthesis based on the interpretivist paradigm, this research examines 70 Scopus-indexed studies (2006–2026) with explicit eligibility criteria and quality assessment referring to the Critical Appraisal Skills Programme (CASP). The results show that policy implementation is influenced by adaptive practices, inter-agency coordination, and the role of frontline bureaucrat discretion. Community responses arise in the form of adaptation, resistance, and collective action shaped by local knowledge and cultural values. Effective communication, trust, and participatory mechanisms are key factors that determine policy acceptance and sustainability. These findings affirm that policy success depends not only on technical design, but also on the ability to integrate institutional flexibility with meaningful community engagement. Conceptually, this research offers a holistic understanding of policy implementation as a negotiated, context-dependent process, and provides implications for the development of more inclusive and responsive governance strategies.
