Surabaya has emerged as a pioneer in sustainable urban management in Indonesia through integrated environmental policies, community involvement, and green infrastructure development. This study aims to analyze the implementation of sustainable city strategies in Surabaya, focusing on the synergy between local governance, public participation in the "Kampung Green and Clean" program, waste management innovations, and green open space expansion. Using a qualitative descriptive approach, data were gathered through document analysis, field observations, and in-depth interviews with key stakeholders. The results indicate that Surabaya's success in achieving sustainable urban development lies in its decentralized environmental governance, economic incentives for waste recycling, and strategic integration of Smart City systems with eco-friendly public transport. However, challenges regarding suburban sprawl, air pollution, and climate change resilience remain.
