In recent years, the concept of the digital twin has garnered increasing attention from scholars due to its capability to represent physical objects, systems, or processes in the real world through digital or virtual replicas. This technology has been widely applied across various sectors, such as healthcare, agriculture, engineering, transportation, infrastructure, manufacturing, transportation, and energy. However, its application within the tourism sector remained relatively limited. Accordingly, this study aimed to systematically explore the application of digital twins in tourism by examining academic literature, governance frameworks, and future policy implications. The findings revealed that digital twin research in tourism had progressed slowly but potential for significant growth in the future. The governance of digital twins in this sector underscored the importance of policy development and appropriate system design, as well as technological and human resource support. The advancement of this technology also needed to be directed toward supporting sustainable and inclusive tourism through cross-sectoral collaboration. The optimized implementation of digital twins was expected to offer real-time depictions of current conditions and enable the prediction of tourist site behavior and operations when applied effectively.
