This study was conducted with the aim of comprehensively analyzing the empowerment process of street vendors (PKL) in Rokan Hilir Regency, Riau Province. PKL, according to Presidential Decree No. 125 of 2012, are business actors who conduct trade using movable or immovable business facilities, using city infrastructure, social facilities, public facilities, land, and buildings owned by the government and/or private sector that are temporary/non-permanent. In other words, PKL are also vendors of goods or services who run their businesses informally in strategic places such as sidewalks, verandas, or crowded areas, using non-permanent facilities such as carts or tents. Therefore, PKL are identified as part of the informal sector that requires empowerment and arrangement by the local government to achieve the goals of welfare and public order. This study found that the empowerment process of PKL carried out in Rokan Hilir Regency has not been running well. Because of the stages of empowerment assessed through the awareness stage, the capacity-building stage, and the overall empowerment stage, they have not been running well.
