In other words, PKL are also vendors of goods or services who run their businesses informally in strategic places such as sidewalks, verandas, or crowded areas, using non-permanent facilities such as carts or tents. Therefore, PKL are identified as part of the informal sector that requires empowerment and arrangement by the local government to achieve the goals of welfare and public order.
